Maine’s Online Casinos: Implications for State Policy and Tribal Revenue

Gov. Janet Mills approved a bill that permits online gaming, making Maine the eighth state to establish online casinos.

Through collaborations with internet casino providers, the law permits the five tribes of the Wabanaki Nations to provide online gaming. The state’s sports betting regulations, which grant tribes the sole authority to provide desktop and mobile wagering, are reflected in the statute.”I hope that this new revenue will help improve the lives and livelihoods of the Wabanaki Nations, as it has always been my strong desire to work with tribal leaders,” Mills stated in a statement.

Timeline and licensing for tribal online casinos

When Mills passed a measure in 2022 permitting online sports betting only for federally recognized tribes, Maine established a precedent. Tribes have unrestricted access to increase handle and income thanks to that strategy. The similar methodology is used in the new law pertaining to internet casinos.

In Maine, an online casino license can only be obtained by federally recognized tribes, and each tribe is only permitted one license. The $50,000 initial license fee is far less than those of other jurisdictions.

Maine’s Gaming Control Unit can grant interim licenses to tribes who fulfill basic conditions, allowing them to offer iGaming while completing complete licensing procedures prior to the introduction of real-money online casinos, which usually takes 12 to 18 months.

Certain individuals will be barred from opening accounts when Maine online casinos go live, including those under 21, casino operators and employees, Gaming Control Unit staff, anyone placing bets for others, and anyone outside Maine.

What Maine online casino players can expect

In the months ahead, Maine will announce online casino partnerships, which could include major operators such as FanDuel Casino or DraftKings Casino. Online casino margins are higher than sports betting, making the market appealing to major operators.

After operators are selected—either individually for each tribe or shared among tribes—players will likely have the opportunity to create accounts and enroll in promotions before the official launch. Once live, players can expect top online slots from leading game studios.
