Nebraska Tribes Push for Online Sports Betting Amid Tax Revenue Concerns

A vote to authorize internet sports betting is currently being pushed by the tribal group that built Nebraska’s first casino.

The CEO of WarHorse Casinos, Lynne McNally, told Nebraska Public Media that when Nebraskans are compelled to travel to another state or place illicit bets with an offshore sportsbook, the state of Nebraska loses out on tax revenue.

Owned by the Winnebago Tribe of Nebraska, WarHorse operates two casinos in Lincoln and Omaha where on-site sports betting is permitted. Iowa, which borders Nebraska to the east, has become a well-liked location for Nebraskans seeking to place legal bets since the state opened its online marketplace in August 2019.

Earlier in 2025, there was discussion of online sports betting in Nebraska, but it was eventually removed after being filibustered. In 2024, similar legislation failed.

Nebraska’s attempt to legalize sports betting was unsuccessful.

A constitutional amendment proposed by Senator Eliot Bostar would allow internet sports betting in Nebraska. According to Bostar, Nebraska lost out on $32 million in yearly tax income from internet gambling.

Despite several opponents spoke against the proposal, it passed its initial committee vote. The senator knew that casino interests would bring their own referendum, yet it nevertheless resulted in one of the committee’s negative votes.

In the state’s unicameral legislature, the amendment required three separate two-thirds votes. Opponents cited the addictive nature of online sports betting as the reason it was filibustered after passing the first vote.

When it became evident that he lacked the votes to break the filibuster, Bostar withdrew the legislation. The 2026 legislative session will see the amendment in effect.

Online sports betting should be legalized, according to Governor Jim Pillen.
