Tribal chiefs gather as online grey markets and government shutdown threats loom.

The Indian Gaming Association’s 2025 Mid-Year Conference at Mystic Lake Casino unites tribal leaders to address rising challenges—from online gaming threats to federal cuts—under the theme “Built to Endure,” focusing on resilience, sovereignty, and the future of tribal gaming.

This week, tribal officials from all around the United States are coming to Minnesota to talk about the political and gaming environments of today and how to handle them, particularly in light of the danger posed by internet gaming from outside their jurisdiction.

With the overarching theme of “Built to Endure,” the Indian Gaming Association 2025 Mid-Year Conference gets underway Monday at Mystic Lake Casino. Indian Country is under siege and at the centre of federal policy, according to the first day of the three-day conference.

IGA Conference Chair Victor Rocha stated, “Indian Country is facing a wave of economic disruption from sweeping federal budget cuts to mounting trade tariffs.” “Tribal gaming operations face growing costs associated with supply chains, technology, and construction, while tribal governments face reduced funding for essential services like health care, education, and law enforcement.”

Rocha and IGA’s executive director, Brian Giles, discussed these concerns in a webinar last week.

According to Rocha, “tribal gaming is facing a perfect storm of disruption: economic pressure, emerging grey markets, shifting federal policy, and the intensifying battle over sports betting (in the guise of prediction markets).” Tribal chiefs, legislators, and business executives come together in “Built to Endure” to map out a course for the future. This year’s conference is focused on resilience, innovation, and safeguarding tribal gaming’s place in a fast-changing world, from protecting sovereignty against uncontrolled threats to influencing the future of sports betting in states like Minnesota.
